Most of the applied work behind this report comes from climate technology, circular materials and nature finance, where the decision usually sits between investors, corporate buyers, foundations, public institutions and the team asking them to move. The cases differ. The diagnostic question does not.
One person. One case. One consequential decision. Where did movement first stop?
This is not a method for overcoming a rational no. Sometimes the repair is communication, sometimes the material reveals a deeper constraint, and sometimes the correct diagnosis is that the reader should not move. The first job is knowing which.
Leaders and teams whose evidence-heavy case has to move an investor, a customer, a board, a funder, a partner or a public institution.
Before you read on, pick one. A case you expected to have moved by now, and a person who has not moved on it. Keep both beside you. The last page asks for them.
Is the proposition supported well enough to deserve a decision?
Do I understand what this is, how it works and what is being claimed?
Do I believe it, does it matter, and does it apply here?
Will I act, given the economics, the authority, the exposure and the conditions around the move?
In these pages, the belief gap means the distance between sufficient evidence and a defensible decision. Belief is one crossing on that distance, and not an explanation for every stalled decision.

A method for finding established decision frictions inside the material used to make consequential decisions. The psychology is old. The method for locating it before the decision stalls is what this report adds.
For the last five years I have been reading the material behind stuck decisions. Decks, programme cases, proposals, campaigns, from climate companies, frontier-tech teams and mission-led organisations. In many of the stalled cases I examined, the evidence was sound and something after the evidence had never been settled. This report takes that diagnosis and tests it against the public record, and I have kept only what survived the test.
Between evidence and a signature there are three crossings. Evidence to clarity, where the reader asks whether they understand it. Clarity to conviction, where they ask whether it is true and whether it applies here. Conviction to commitment, where they ask what acting will cost them, and whether they will be alone. The crossings fail for different reasons and they take different repairs. The whole method in this report is to find the first crossing that failed before you touch anything.
The belief gap, as these pages use the words, is the distance between sufficient evidence and a defensible decision. Belief is one crossing on that distance. It is the middle one, and it is the one this report is named for, because it is the crossing a great deal of material aims at and stops on. The words have a scholarly life and a crowded commercial one, so the definition matters more than the name. Whenever the report says belief gap, it means that distance and nothing wider.
Five things survived the test, and they sit at five different points on the chain.
The practical question is what failed first. The answer may belong in the evidence, the explanation, the communication, the owner, the economics, the decision structure or the conditions of commitment.

Two in three Americans support the big climate measures, and guess that about four in ten of their neighbours do. Across 125 countries, 69 per cent said they would give one per cent of household income, and put the share of others at 43. Both figures are stated willingness measured against a guess about other people. The break is social. The reader has company and cannot see it.
Sixty-three per cent of the largest listed companies on earth have a net-zero target. One in three of them has no plan behind it. Seven per cent pass every credibility test the Net Zero Tracker applies2. Whatever produced those targets, announcing one and implementing one are separate pieces of work. This is a late-chain break.
The most numerate people in the sample were the most polarised on climate risk. In a global climate communication experiment involving fifty-nine thousand four hundred and forty people across sixty-three countries, eleven interventions moved belief and policy support by small amounts and none produced a measurable increase in the one effortful task the study measured.
Ask a hundred people who finance climate technology which stage is hardest and half will say the first commercial plant. Seven in ten expect that money to get scarcer through 202627. A first commercial plant may have no clean reference class, no sufficiently comparable set of earlier projects, for the configuration that matters most. The break can sit at commitment, and waiting may be rational.
Across the cases examined here, difficult judgements became more actionable in different ways. A public trial in 1829. A fog in 1952. A doctor drinking a bacterial culture in 1984. In 2007 donors put up a billion and a half dollars to buy a vaccine that did not exist yet, and got three vaccines and a hundred and fifty million immunised children36. Some gaps close by changing the case. Some close only when the decision environment changes.
The evidence can be complete and the decision can still stall. The report starts from that observation and never argues past it.
Between evidence and a signature sit clarity, conviction and commitment. The crossings fail for different reasons and take different repairs.
Often, not always. In the material itself, and in the questions the decision-maker asks. That is what makes them findable before the room.
In the evidence, in the case, in the decision structure, or in the conditions of commitment. Sometimes that is not the writing at all.
Three crossings between evidence and a signature. They fail for different reasons and they take different repairs. Before you diagnose any of them, rule out the constraint.
The question in the reader's head is whether they understand this. The usual failures are complexity, jargon, the wrong order, and the curse of knowledge, where the author can no longer see what the reader is missing. The repair is explanation, simplification and architecture. More proof does nothing here. The reader cannot yet weigh it.
The question is whether it is true, whether it matters, and whether it applies here. The usual failures are motivated reasoning, solution aversion, weak relevance, distrust of the source, and distance, the evidence describing somewhere the reader has never stood. The repair is relevance, credible evidence, framing, and local meaning. This is the crossing much of the persuasion literature used here describes.
The question is whether they will act, given what acting costs them and whether they will be alone. The usual failures are ambiguity, reputation, economics, authority, coordination and first-mover exposure. The repair is terms, staging, precedent, risk allocation and a named owner. This is the crossing that decides whether the cheque gets written, and it is the one the report spends longest on, because it is the one belief cannot cross by itself.
That sentence has to come before everything else in this report, because a method for finding where belief breaks will find a break wherever it looks, and some of what it finds will be the reader behaving sensibly.
So the first move is a stop rule. Before diagnosing the case, rule out the constraint. If the evidence is incomplete, get the evidence. If the economics fail, fix the economics. If acting does not serve the people whose agreement is required, no case repairs the incentive. If the person lacks the authority, find the owner. If the capacity is not there or the timing is genuinely wrong, no case conjures either, and the case that argues against waiting is arguing with reality. If regulation blocks the action, communication will not unblock it.
Only after those have been examined does the material get diagnosed. This protects the reader from the oldest failure of the consulting trade, where every problem turns out to need the thing being sold. It also makes the diagnosis worth having. A diagnosis that can end with the words the evidence is not ready, or you need a buyer commitment and a different contract, is one you can trust when it ends with the words the order is wrong.
Everything that follows sits on that chain and behind that rule. The measurements in chapter 2 are measurements of distance along it. The reasons in chapter 3 are the reasons more evidence lands on the wrong crossing. The shapes in chapter 4 are what the breaks look like in a document. The method in chapter 7 is how to find the first one.

Only after all six have been examined does the case itself get read.
If one of these fails, the stalled decision may be rational, and the case is the wrong tool. A diagnosis that can end here is the one you can trust when it ends with the words the order is wrong.
Different domains stall in different places between what is known, supported or promised and what is done. This chapter reports each measurement as the thing it measures.

The same visible stall can arise from very different mechanisms, which is why a failure to act cannot by itself tell us whether the missing thing is evidence, clarity, conviction, authority or a viable first move. The measurements that follow are reported as the things they actually measure, and not as instances of one construct.
Start with the public. In 2022, researchers asked six thousand Americans two questions. Do you support the big climate policies, and how many of your fellow citizens do you think support them. Two in three said yes to the first. On the second, the average guess was four in ten. Eight or nine in ten people underestimated the crowd they were standing in. A majority of two to one thinks it is a minority. It is hard not to hear an echo of that in the question I meet repeatedly in commercial rooms. Who else is in.
The same pattern holds across the world. A survey of close to 130,000 people in 125 countries asked the same question. Sixty-nine per cent said they would give one per cent of their income to fight climate change. Asked what share of their neighbours would, they guessed 43. A 26-point gap, and it appears in every country surveyed, rich and poor. Call it the invisible majority.
In 2025 a study across eleven countries found the same underestimate everywhere it looked, from about eight points in Indonesia to twenty-one in Brazil. The same underestimate appears among some institutional decision-makers. Delegates at the United Nations Environment Assembly underestimated the public's willingness to pay. In 2026 German politicians, asked the same one per cent question about their own voters, underestimated them by more than the public did. The fieldwork behind the map is from 2021 and 2022. Later studies have reproduced the broad underestimate in the populations they examined, and the 2026 work qualifies what perceived support does and does not predict.
The question. Would you be willing to contribute one per cent of your household income every month to fight global warming? Each country shows the share who said yes, the share they estimated would say yes among their own countrymen, and the gap between them. Sorted by the gap.

Each later study asked a different population a related question. None re-ran the 2021 to 2022 survey, which is why the map keeps its original data and the later work sits beside it as replication and qualification.
There are 1,245 companies in the Forbes Global 2000 that have promised net zero, and 385 of them have no plan for getting there. Those targets cannot tell us whether evidence, belief, incentives, authority or implementation capacity is the binding constraint in any one of them. What they show is narrower. A public target can exist without an operational plan, and a target on its own says nothing certain about what anyone inside the company believes.
Follow the money. In 2024 the world put just over two trillion dollars into climate finance, the first year it crossed that line. Growth has slowed from thirty per cent a year in 2021 to six. The Climate Policy Initiative now puts the average annual need between 2025 and 2030 at 7.8 trillion. The gap is bigger than the flow. At aggregate level, climate capital remains far below the estimated need. In any individual case the remaining constraint may be technical, economic, institutional or communicative. The case becomes the intervention only after the others have been ruled out.
The most useful evidence on this arrived in July 2026, and it complicates the picture rather than confirming it. Across five experiments registered in advance with 5,081 people in Germany and the United States26, respondents underestimated broad public support and overestimated rare real behaviour, such as donating or turning out. Correcting the misperception moved some stated willingness and left actual donations where they were. Perceived support, stated willingness and action are three different things, and the report treats them as three.
The usual explanation for all of this is that trust in expertise has collapsed. The instruments say something more specific. In the United States, 77 per cent of adults said in 2025 that they trust scientists4 to act in the public interest. That figure has moved between 73 and 87 since 2020 and has never fallen below seven in ten.
Edelman's 2026 barometer, 33,938 respondents across 28 countries5, found seven in ten hesitant to trust people who hold different values, facts or approaches to their own. Trust in that reading is conditional and relational rather than simply present or absent.
In the same survey the employer remains the most trusted institution most people have, at 78 per cent among employees. That matters because it shows trust running along relationships rather than along expertise in general.
Trust is neither absent nor uniform, and treating it as a single dial to be raised is the wrong repair for a case that has already been believed. Where the missing thing sits is a question for diagnosis, and the rest of this report is about answering it.
The reader has company. They cannot see it.Chapter 2
More proof, more pages, more polish. Five reasons it so often fails to work, and where each one lands on the chain.
In 2012 Dan Kahan and his team gave a representative sample of Americans a test of science literacy and numeracy6, then asked them how much risk climate change posed. The people who scored highest were the most divided on the answer6. Skill at reasoning had been spent reasoning toward whatever their own people already believed. If the break were at clarity, more skill at reasoning would close it. Among the most technically capable respondents, the divide was wider.
When a case stalls, the instinct is to add. I have watched teams do it for years and I have done it myself. There are five reasons it so often fails to work. Each one lands somewhere different on the chain, which is why the same repair does not fit all of them.
The first you have just read. Comprehension is a precondition rather than a sufficient one, which is why it appears again in the next chapter as the seventh shape rather than as the explanation for the others.
One correction belongs here, because the louder version of this claim is still doing the rounds. The idea that facts backfire, that correcting someone hardens them, has failed to replicate7. Corrections usually move factual belief at least a little. They are far less reliable at moving identity, preference or behaviour, and what they move tends to fade.
The second reason is that people refuse the solution and call it doubt. In a series of experiments, sceptics about climate science became a lot less sceptical when the solution on offer was one they could live with. The same thing happened in reverse to people on the other side when the topic changed. The researchers named it solution aversion. In the rooms I work in it often presents as doubt about the evidence, and my reading is that what is being declined is the decision the evidence implies. That is an interpretation of what I see rather than a finding from the study.
In 1847 Ignaz Semmelweis showed that when doctors washed their hands in chlorinated lime, deaths of new mothers on his ward collapsed42, from roughly one in five towards one in fifty. His colleagues had the mortality tables in front of them and adoption did not follow for decades. Historians give several reasons, including professional status, an incomplete theory of infection and Semmelweis's own conduct. One of them is that accepting the tables meant accepting that doctors themselves had been carrying the source of infection.
The third reason is order. The first number a reader meets sets the frame for everything after it. Anchoring is a well replicated effect in judgement research, and whether the strongest point belongs first or last was being tested at Yale seventy years ago. In a great deal of the material I read, the disqualifying number arrives before anything that would give it a class to belong to. The answer is often already present, several pages after the figure that caused the reader to stop.
The fourth reason is that understanding runs shallower than it feels, on both sides of the table. Ask people how well they understand a zip, a flush toilet or a policy and they will rate themselves highly. Ask them to explain it step by step and the confidence collapses. So the reader thinks they follow the mechanism, right up until a real question arrives. And the author cannot see what the reader is missing, because once you know something, the obvious becomes invisible to you12. Economists call that the curse of knowledge. In my experience the strongest thing an organisation owns is often the thing nobody thought was worth writing down.
The fifth reason is distance. The IPCC reports for the planet, and a reader does not experience a planet warming. They experience the flood that took a neighbour's street or the fire that stopped a mile from their own house. Psychologists call this psychic numbing. As the number grows, the response can shrink, and a figure describing somewhere the reader has never been produces less again.
In the cases this report examines, recognition is a useful condition for persuasion, and recognition means somewhere the reader has actually stood. In many of the rooms I have worked in, the evidence that got engaged with was the local instance rather than the aggregate, and the aggregate was what established that the local instance was not an accident.
Story has a place in all this, and it is worth being exact about its size. Across the research, narrative moves what people believe and do by a real but moderate amount13, through a mechanism called transportation, which can reduce counter-arguing. That is a useful effect and a bounded one. The decision underneath the story still has to be made, and a case written for everyone gives no particular reader anything to recognise.
What the five have in common is that more evidence does not reach any of them. Sometimes the material arrives in the wrong order. Sometimes the unresolved thing is the decision underneath it. Sometimes the reader cannot follow the mechanism, or cannot recognise their own situation in what they are being shown. The next chapter maps where those breaks appear in a document.
Belief does not fail everywhere at once. It breaks at a point, the point has a shape, and the shape repeats. The shapes are symptoms. A document cannot tell you what a reader feels. It can tell you where to look.
Across the material I have read, seven shapes come up again and again. I present them as observable symptoms, because that is what they are. Under each one sits a possible cause, and the word possible is doing real work. What the seven have in common is that each is a reason to look for a decision or a constraint that has not been settled. Where that is what you find, the fix is the decision first and the writing second.
Several of these shapes echo the five things Everett Rogers found people weigh in any innovation, sixty years ago. Relative advantage, compatibility, complexity, trialability and observability. In plain words, is it better, does it fit, can I understand it, can I try it, can I see it working. That is reassuring rather than surprising. The adoption problems are old.
SymptomThree true descriptions of what the organisation does, none of them the one, each held by a different person. Every rewrite is a negotiation between them, so the fragmentation comes back. The arrangement keeps the organisation intact, and it costs the organisation belief.
Possible causeStrategic ambiguity, the deliberate vagueness that keeps a coalition together. This may not be weak writing. It is often a coalition that has not chosen.
Alternative explanationThe three descriptions are genuinely three businesses, and the coalition should split rather than write.
Decision to testThe decision underneath is which description is the one. That is a decision about the coalition, and the copy will follow it.
SymptomThe reader meets the figure that disqualifies you before they meet anything that would change their mind. Anchoring explains the damage, and the research on order of presentation explains the fix. Investors, when you ask them, rank the team above the product and the technology, and they rarely reach for a formal valuation. They are looking for a reason to believe the people before they price the plan, and the plan keeps arriving first.
Possible causeAnchoring, and an author who thinks the number is the case. The reader may not be impatient. They may have met the disqualifying figure before anything that would give it a class.
Alternative explanationThe number kills the economics on its own, and no order of presentation saves it.
Decision to testThe decision underneath is what this reader has to believe before they can afford to see the number.
SymptomThe case asks for a commitment several steps ahead of where the person stands, and never names the small step that is available. Institutional commitments can often be staged, which reduces the first exposure and preserves the option to learn. The mechanism is not that agreeing once makes somebody easier to persuade again. It is that the first commitment has been made smaller, more reversible, or easier to price. In capital terms the small step has names. An option. A pilot volume. An offtake, which is a promise to buy what the plant will make.
Possible causeThe case asks for the whole commitment when the actable step is an option, a pilot volume, an offtake. Before reading this as a lack of nerve, check whether anyone has designed a first move small enough to take.
Alternative explanationThere is no smaller step. The commitment really is all or nothing, and the case should say so.
Decision to testThe decision underneath is what the first move actually is, which usually means deciding what you would accept.
SymptomThe strongest thing you own is unwritten, because to you it is obvious. Once you know something, you lose the ability to imagine not knowing it, so you stop saying it. Often the most useful sentence in the building is in somebody's own words and has never reached a page. Sometimes there is no such sentence, and finding that out is also useful.
Possible causeThe curse of knowledge at the scale of a company. In my experience the strongest material is often in somebody's head and has never been asked for.
Alternative explanationThe unwritten thing is unwritten because it is not true, or not decided.
Decision to testThe decision underneath is what is actually true and actually decided. That is the raw material of the full internal version, the written account of what is true and decided that chapter 7 describes.
SymptomBuilding in the open reads as undecided. A venture earns belief by telling a story that sets expectations, and every later change gets judged against them. A company that evolves around a fixed centre reads as growing. Without one, every iteration reads as a retraction. The signalling literature suggests that claims which cost the claimant something tend to carry more weight than claims which do not.
Possible causeNo fixed centre, so every iteration reads as a retraction. What the reader is looking for here is usually not polish. It is which parts are settled.
Alternative explanationThe substance is unfinished. The reader is right, and the work is technical before it is editorial.
Decision to testThe decision underneath is the fixed centre, the thing that holds while everything else moves.
SymptomInvestors, customers, partners, boards and government each need a different door and the same house behind it, and right now each of them gets a different house. Sociologists have a name for actions that several audiences can read at once, each taking its own meaning without contradicting the others. Multivocality20. I call it one house, many doors.
Possible causeEach audience has been given its own house. More versions rarely help at this point, because the underlying account has not been settled.
Alternative explanationThe rooms want different things because the offer is different in each, and one house cannot hold them.
Decision to testThe decision underneath is the house. Until it exists, every room builds its own.
SymptomThe reader does not follow the technology well enough to believe it. A mechanism the reader cannot restate is hard to defend inside their own building. But chapter 3 set the limit on this one. Comprehension is necessary and insufficient, and it runs shallower than it feels on both sides of the table.
Possible causeA mechanism nobody can restate. Comprehension is necessary here, and it is also where a lot of material stops.
Alternative explanationThe mechanism is understood and rejected. The break is at conviction, and simplifying will not move it.
Decision to testThe decision underneath is which explanation of the mechanism you are willing to be held to, in one sentence, by someone with no expertise.
Each shape is a reason to test for an unresolved decision or an unresolved constraint. The shape is evidence for a hypothesis and not proof of the cause. Find the shape, form the hypothesis, test it in the room, and write only after the decision underneath it has been made.
The shapes are what a document shows. A room shows something else. These are the signals I watch for, and they are observations from practice rather than findings from the research above.
The case opens with the market rather than with anything true about the people. Research on brief observations suggests early impressions carry real information. It does not establish how a case should open, and this is my reading rather than the study's.
Every section is complete in itself and nothing pulls the reader forward, so the room evaluates rather than follows. A board paper can carry momentum. Many do without it.
Data presented to a room that has not yet been given a reason to care lands as complexity. In my experience a room that has already declined the decision tends to decline the data with it, and to describe that as doubt.
The request is right and it arrives before the room has anything to act on, so it lands as a request rather than a next step. This is the live version of the third shape.
Hold the shapes against the document you picked on page 3. Which one is in it, and on which page does it first appear?
A reader can understand a case, believe it, and still have no defensible way to act. This chapter is about that last distance.
Clarity without conviction is the numerate sceptic from chapter 3. The reader who follows every word and believes according to who they are.
Conviction without commitment is the break I have run into most often, though five documented engagements are nowhere near enough to establish how common it is. It is also the one with some of the clearest adjacent experimental evidence used in this report, though those studies did not test this model. In the sixty-three-country experiment, the interventions moved beliefs and policy support by small amounts. None produced a measurable increase in the effortful task, which was a tedious screening exercise that funded real tree planting. In the engagements behind this edition, this is where good cases tended to leave the person who had to sign. Convinced, and stationary.
The step from conviction to commitment differs from those before it in a way that matters for how it is repaired. In the decisions this report is concerned with, commitment is visible to other people who can judge it, block it, or have to take part in it, which makes it a social act as much as an analytical one. A convinced reader still asks who else is in, and it is a rational question. Commitment is visible. Belief can be kept private and reversed. The public-opinion result gives one reason to take perceived social exposure seriously. It does not tell us how common the same misperception is inside a board or an investment committee. In my own work, it is a recurring question.
Telling people the true level of support gets you part of the way. The follow-up work, five experiments registered in advance with five thousand people in Germany and the United States, found that correcting the misperception changed what people said they would give. What they actually gave stayed where it was. The same study found people overestimate how many others actually donate or turn out, so the invisible majority is a majority of support, and nothing yet of action. Read through this model, that is consistent with movement before commitment rather than proof of it. Commitment needs a first step that is safe to take, and that is the next chapter.
It comes down to one question, asked of one reader. Which crossing have they made, and what would carry them across the next one. A reader who has not understood needs an explanation. A reader who understands and does not yet accept needs a reason to care and evidence that applies to them. A reader who accepts and cannot move needs terms, an owner and a first step small enough to take. Material often attempts all three at once and delivers the first.
The core technology has been demonstrated. The next step is a commercial facility that costs real money and has not been built before.
There is a stage in climate technology that has a name because it keeps happening. The core technology has been demonstrated and the pilot has run. The next step is a plant that costs real money and has never been built. It is the point where the evidence about the technology is most complete, and it is the point where the capital repeatedly stops.
In 2025 about a hundred people across the climate investment ecosystem, most of them venture and early-stage investors, were asked which stage was hardest to finance. Half said this one. Seven in ten expected the money for it to shrink through 2026. Four in ten pointed at projects needing roughly 45 to 100 million dollars, too large for typical venture rounds and too small for much infrastructure finance. Estimates of what this stage needs worldwide run north of 125 billion dollars. What is missing at this stage is often a decision structure capital can price and defend, and the rest of this chapter is about why.
The distinction that matters is between risk and ambiguity, and the next page draws it. Risk has a distribution you can price. Ambiguity has none, and people pay to avoid it even when the expected value is the same. They are declining to bet on something with no shape, and a first-of-a-kind facility, on the part that decides the outcome, has no shape. That is what first-of-a-kind means.
The outcomes are uncertain and a reference distribution exists. You do not know which outcome you will get. You know the shape of the odds, so you can price it.
The distribution itself is uncertain or unavailable. You do not know the odds, and you cannot price what you cannot see. In 1961 Daniel Ellsberg showed that people pay to avoid this even when the expected value is identical.
Not every uncertainty in a first-of-a-kind project is ambiguity. Construction cost, schedule and offtake volume can often be priced from adjacent classes. The narrower point is that the absence of a relevant reference class makes some material uncertainties difficult to price at all.
Experienced decision-makers have a discipline for hard calls. Daniel Kahneman and Dan Lovallo named it the outside view30. Set your own forecast aside, find the class of comparable cases, and ask how those turned out. Investment teams use it, and they distrust a founder's inside view of their own project for good reason. A first-of-a-kind project has no clean reference class for the thing that matters most. An investment committee can usually price construction cost, schedule and offtake volume against adjacent classes of project. Whether this particular configuration performs at this particular scale is the part with nothing to price it against, and it is normally the part that decides the outcome. When the relevant comparison is missing, waiting can be a rational response.
That is why more project-specific evidence may still leave the missing reference class unresolved. Most of it is inside view. It answers questions about this plant. The question the room cannot answer is what class this plant belongs to, and no appendix answers that.
Keynes saw what this does to the people who decide. Worldly wisdom, he wrote, teaches that it is better for reputation to fail conventionally than to succeed unconventionally. The investor who backs the precedent and loses is exposed. The investor who waits and misses is invisible. Circular materials produces a related version of this. The buyer wants proof of industrial supply before signing, and the capital required to build that supply wants the buyer commitment first. No precedent means nobody wants to be the precedent. Call it the precedent problem. When no relevant reference class exists, moving first carries hard-to-price uncertainty and reputational exposure at once, so waiting is individually rational even when everyone would gain from movement. My hypothesis is that ambiguity combined with reputational exposure helps explain it.
In the material I read from companies at this stage, three of the shapes tend to turn up together. The number arrives before the case. The capital cost lands on the first page, before anything that would give the project a class to belong to. An ask nobody can act on. The case asks for the whole precedent at once, when the actable step is an offtake volume, a pilot contract, an option. One story, many rooms, no architecture. The investor is told to wait for the buyer, the buyer for the insurer, the insurer for the regulator, and each of them is handed a different house.
Under all three sits one unresolved decision. The pilot may have reduced the core technology uncertainty without resolving what happens at commercial scale. The decision that remains is often who carries which uncertainty, on what terms, and what makes moving first defensible. My reading is that, until someone makes it, an unmade decision surfaces as a messaging problem.
The cases that follow are illustrations of different ways uncertainty, salience, legitimacy or market structure changed a decision. They are read here through the framework of this report, and they are not evidence of one universal sequence. Five cases, two centuries, and five different ways a hard judgement acquired a form somebody could act on.
In October 1829 the directors of the Liverpool and Manchester Railway still doubted that locomotives could beat fixed engines hauling trains by cable. George Stephenson had argued the case for years. The company ran a public trial. At Rainhill, in front of a crowd of more than ten thousand, Stephenson's Rocket won a prize of five hundred pounds and the locomotive contract. The trial gave the directors observable performance in public, in front of the people who had to decide. In the language of modern decision research, it created something close to a reference class of one.
In December 1952 a fog settled on London for five days. A contemporary estimate put the deaths at around four thousand. Later estimates put the toll at ten to twelve thousand. The Clean Air Act followed in 1956. The harm from coal smoke had been documented for generations. The event made it immediate and politically impossible to ignore.
In 1950 Richard Doll and Austin Bradford Hill published the link between smoking and lung cancer, then followed some forty thousand British doctors to see whether it held. It held. Institutions accepted it in stages. The Royal College of Physicians published its report in 1962. The US Surgeon General's report followed in 1964. The decision the evidence required was to accept that a legal, advertised, doctor-endorsed product was the cause. Institutional acceptance developed in stages, through accumulating evidence and successive public endorsements.
In 1982 Barry Marshall examined gastric biopsies from a hundred patients. The bacterium was present in fifty-eight of them, and in all thirteen who had a duodenal ulcer. For more than a decade the field declined to treat ulcers as an infection. In 1984 Marshall drank the culture, gave himself gastritis, published it, then ran a trial showing ulcers came back far more often when the bacterium survived. An NIH consensus panel accepted the finding in 1994. The Nobel Prize came in 2005. The self-experiment made the causal hypothesis much harder to dismiss. Replication and treatment trials established the clinical case.
First-of-a-kind finance has learned that a precedent can be built on purpose. In 2007 donors committed a billion and a half dollars to a pilot advance market commitment for pneumococcal vaccines. A guaranteed price for a product that did not yet exist, in a market the manufacturers doubted. Three vaccines were developed. More than a hundred and fifty million children have been immunised, and an estimated seven hundred thousand lives saved. The commitment left the science where it was and changed one uncertainty the manufacturers could not price, whether a market would exist if they succeeded. It created a buyer before the product existed.
Five cases, five different mechanisms. They are not one causal sequence, and nothing here says a demonstration always works, or that salience always follows through.
A public demonstration. A vivid event close to home. Institutions willing to speak. A causal demonstration, then replication. And the fifth, which is the one first-of-a-kind finance has learned to build on purpose, and has since borrowed for carbon removal.
Frontier, a buyers' commitment launched in 2022 with roughly 925 million dollars37, committed to buy tonnes of carbon removal from companies that had never sold one. In June 2026 its buyers added 915 million more, taking the total to 1.8 billion37. Offtake agreements, contracts for difference and buyers' coalitions each change a different uncertainty. An offtake gives revenue a floor. A contract for difference takes the price risk. A coalition spreads the exposure of going first. Each converts one part of a first-of-a-kind project from ambiguity into risk, from no shape into a shape somebody can hold.
This idea takes the report beyond communication. A guarantee, an offtake, an advance market commitment and a contract for difference solve different problems, and each makes a previously difficult commitment decidable. Decisions are made about conditions. Sometimes closing the gap means changing the conditions, and the case comes after.
The small step matters for a related reason, and the research that explains it is the research on staged investment rather than the psychology of small favours. A staged commitment reduces the first exposure, keeps the option to learn, and lets the investor continue or abandon as the uncertainty resolves. Staging has long been central to venture-capital investment. For an individual with an intention already formed, the parallel finding is that specifying when, where and how they will act materially improves follow-through, with a meta-analysis of ninety-four independent tests reporting an effect of d = .6550. Two literatures, two boundaries. One explains why a person executes. The other explains why an institution can afford to start.
If your organisation is at this stage, the first question is which of these instruments you need, and only the second is what the case should say. Then build the case around one specific party. Work out what that party would need to believe to move first without feeling alone. The class your project belongs to, stated before the number. The small, actable step named in place of the whole precedent. One door for that room, with the same house behind it for every other. In many of the companies I work with, much of that case already exists. It sits in the wrong order, or in someone's head, or in a term sheet nobody has drafted because nobody has decided who goes first.
Find the break. Name the decision. Make the first move survivable. When moving first becomes defensible, the question in the room can shift from who else is in to the terms of moving.

Everything in this report comes down to a method, and anyone with their own material and an honest hour can run it. Here it is, at the level of principle, and then as a diagnostic you can hold against the next thing you hear in a room.
Before anything else. Evidence, economics, incentives, authority, capacity and timing, regulation. The six gates in chapter 1. If the stall is one of those, the case is the wrong tool, and this method is designed to surface that before you rewrite a word.
Identify the person whose next decision changes what can happen next, and build the case for them. Even when the final decision is collective, someone usually owns the next consequential move.
Take the material they will actually see, in the order they will see it. Read for what this person can decide, what acting exposes them to, and what they have actually said. Form a hypothesis about the first point likely to stop movement. That is the first break, it may sit earlier than the author thinks, and it is a hypothesis until the room tests it.
Which description is the one. What the reader has to believe before the number. What the first step is. What is true and decided. What will hold. What the house is. Which explanation you will be held to. Write the decision down as a decision.
The rest of the method cannot do this for you, and it is where I have seen rewrites fail. They polish the message around a decision nobody has made.
If the break is at commitment, look at the instruments before the prose. An offtake, a stage, a coalition, a guarantee. Sometimes the answer is a different contract and no new slide at all.
The class before the number. Recognition before persuasion. The reason the proof matters before the proof. Write the full account once, for nobody, and cut every public version from it. Then watch the questions in the room. If they move from scepticism to logistics, treat that as a signal the break has shifted. If they stay where they were, treat that as a signal you found the wrong one, and start again one point earlier.
Take the material you are about to send. Rule out the constraint. Read it for the role of the person who has to sign. Mark the first line where you, as them, would stop moving. Write down the decision under it, and make it. Then send the version that starts from there.
The reader may be right. A case cannot substitute for validation. Do not rewrite around a reality problem.
Make the mechanism legible before adding more proof or more pages. Move evidence to clarity.
Test authority, economics, staging, terms and what the first commitment exposes them to. Move conviction to commitment.
Show the class, build the coalition, or reduce the exposure of becoming the precedent. Change the conditions where you need to.
The wrong diagnosis produces the wrong communication.

No phrase in that table proves one mechanism. Too expensive can mean the economics are wrong, in which case fix them, or that the number arrived before its class, in which case reorder. Send me something can mean a real need for evidence or a room with nobody to decide. The rows come from the research in chapters 2 to 6 and from what I have watched in practice, and chapter 8 says how much weight each of those can carry.
Heard just as often. These do not sit on one of the three crossings, and they take the same discipline.

A model that explains every stalled decision explains none of them. Here is where this one stops, and how much the practice behind it can carry.
The model does not apply when the evidence is genuinely insufficient. If the technology has not been validated, more evidence is the missing thing, and the reader who asks for it is right. It does not apply when the economics stay unattractive after the ambiguity is gone. A staged commitment reveals a bad project faster. It does not rescue it. It does not apply when incentives oppose the decision, when the decision-maker lacks authority, or when a visible precedent exists and the local constraints are still different. And it does not apply when the proposition is poor. A weak team, correctly diagnosed by an investor, is a reality problem wearing the clothes of a belief problem, and the stop rule in chapter 1 exists to catch it.
Ignaz Semmelweis had a demonstration in 1847 and adoption did not follow in his lifetime. The demonstration was real. One plausible barrier was what accepting the result implied about medical practice, and the historical record supports several other explanations. And in 2026, correcting what people believed about the true level of support moved stated willingness and left actual giving unchanged. Both cases are consistent with the model, and both are warnings against the shallow version of it, in which the right story fixes everything.
What I have seen in practice is smaller than the argument, and it should be reported at its size.
The limits are worth stating before anyone else states them. Five engagements. Selected and documented retrospectively by me. No untreated comparison cases. No definition of success registered in advance. Each intervention bundled several changes at once, so no single one can be isolated. And the practitioner and the evaluator are the same person. No causal estimate is possible from this, and none is offered.
Five engagements were documented for this edition, in textile recycling, climate analytics and food systems. They support one observation and one named case. One of the five can be told in detail, because the client has agreed to be named and the intervention is documented in their own material. The other four stay unnamed, and the report does not code them shape by shape, because the records support the count and the case and nothing finer.
eeden is a German company building chemical recycling for textiles. Real science, real team, and the deadlock of chapter 6 in miniature. Read through the map in chapter 4, it was the third shape, an ask nobody could act on. The case asked a brand to be first, when being first was the whole problem, and it had been built around the evidence. The person who had to sign was missing from it.
The brand did not need another explanation of textile recycling. It needed a first action it could defend inside its own building. So the ask was staged rather than asked whole. A letter of intent carrying no obligation, to hold pilot capacity. Conversion of that letter into an offtake contract with a price, once the demonstration-plant engineering was complete. Preferred access to the full plant for the partners who moved at pilot stage. Each step smaller than the one behind it, and each one something a brand could defend internally on its own terms. eeden signed a letter of intent with one of the world's leading fashion brands.
The intervention introduced no new technical evidence. It changed the sequence, the reader it was built for and the structure of the ask. With one application and no comparison case, this report does not isolate which element caused the change. The work formed part of the process that led to that outcome.
Two pieces of adjacent Decision Room fieldwork sit outside the five documented engagements. They are here for a different reason. In both, applying the stop rule ended somewhere other than the writing.
In a Decision Room session in Zurich in May 2026, hosted by Wyss Academy for Nature with Amazonia Impact Ventures and Innpact, the question was whether the capital structure matched the economics on the ground. Between 2021 and 2024 Amazonia Impact Ventures had deployed roughly 770,000 dollars across four loan rounds to two Brazil-nut cooperatives, AFIMAD and RONAP, who between them manage more than 115,000 hectares of standing forest, on terms linked to traceability and conservation.
A second Decision Room session, with investors, founders and operators in circular materials, described a sequence they saw recurring across the sector. The customer wants proof of industrial volume before signing. Industrial volume requires a plant. The plant requires capital. The capital requires the customer commitment. Each step needs the one before it. Syre took the other route. H&M signed a 600 million dollar seven-year offtake before the company had a plant, and a 100 million dollar Series A led by TPG Rise Climate followed. An offtake is not a general solution. Renewcell had pre-sold capacity and went bankrupt in 2024, because a signed buyer does not fix the economics of the plant.
Neither of these is evidence that the method works. They are two occasions where running it honestly ended somewhere other than the writing. Evidence is not belief. Belief is not yet a decision. The distance between them is findable, and closing it is the work.
The one you picked on page 3, and the person who has not moved on it.
One live case. The deck, the proposal, the investment case or the board paper, in the form the person who has to decide will actually see it.
Where movement first stops. Which of the three crossings failed, and whether a constraint outside the material is the real reason.
The first break, named. The decision underneath it. And the next intervention to test, whether that sits in the evidence, the case, the terms or the conditions.
That the evidence is not ready. That the economics fail. That the person in the room cannot sign. Sometimes the answer is that the case is not the problem.
How this report was made. The argument, the framework, the practice observations and the editorial judgements are mine. I used AI tools in the research and production of it, for locating and cross-checking sources, and for drafting and editing passes against a written brief. Every claim was checked against its source, every figure carries its citation, and the boundaries of what the evidence supports were set by me. I have said so here because a report about the difference between evidence and what people are willing to act on should be transparent about how it was assembled.
The phrase belief gap has a scholarly life, where it describes ideology predicting belief better than education does, and a commercial one in 2026 that has nothing to do with this report. In these pages it means the distance between sufficient evidence and a defensible decision, with belief as one crossing on that distance.
Every figure in the report carries its source and year in the endnotes. Every trust figure names the survey that produced it, because the three main trust surveys ask different questions and cannot be blended. Peer-reviewed and institutional sources are preferred throughout. Where a finding is contested or its effect small, the text says so. Narrative persuasion effects are moderate. Follow-up work qualifies the headline finding on how badly people misjudge what others believe.
The follow-on work from the nature session mapped a capital stack for nature-positive investment in high-risk contexts, and examined the regulatory and tax frameworks that keep some foundations from deploying endowment capital into profit-generating vehicles. The practice observations come from five engagements documented for this edition, reported as a count and as one named case, eeden, at the boundary of what the work can claim. This edition contains no original survey data and makes no claim about sectors the engagements do not cover.
Every claim in the report belongs to one of four kinds, and the prose is written so the kind is clear without badges. Direct evidence, where the cited research tests substantially the same claim, as the studies on misperceived public support do for the invisible majority. Transfer evidence, where a source establishes a mechanism in another domain and the report applies it by analogy, as the staged-investment literature does for the survivable first move. Practice observation, where the claim comes from the five engagements, and is reported as a count of five. Author hypothesis, where the report synthesises or interprets, as it does when it calls Rainhill a reference class of one. Transfer evidence is never written as direct validation, and an observation of five is never written as a law.
This edition is a synthesis. Its one chart of its own is the country ranking in chapter 2, and that chart reports a single measure from a single survey, the gap between what people would give and what they think their neighbours would give. It is a ranking, and it is deliberately nothing more. Combining it with corporate targets or capital flows would produce a number that looks like measurement and measures nothing coherent, so this edition does not.
The test that follows from it is whether the breaks between evidence, clarity, conviction and commitment can be observed as they happen, in real decisions, with a method that others could repeat. That is work for a future edition, and it will be published as method before it is published as numbers.
Independent observers should be able to apply the method to the same material, identify comparable breaks, and state in advance what evidence would show that the intervention worked.

These are research questions, not findings. A validated method comes before any score or index, and replication comes before any claim of validation.
